District Water and Sanitation Department
Introduction
The District Water and Sanitation Mission is one of the 14 important departments under the Zilla Parishad. The Project Director (District Water and Sanitation Mission) is the head of this department. Through this department, activities such as construction of individual toilets, public toilets, solid and liquid waste management, Gobar Dhan, faecal sludge management, plastic waste management, and various sanitation-related training and awareness programs are conducted.
Objectives
- Through this department, important centrally sponsored schemes like Swachh Bharat Mission (Rural) and Jal Jeevan Mission are implemented at the village level.
- Under Swachh Bharat Mission (Rural), eligible beneficiaries are provided an incentive grant of ₹12,000 for individual toilets. Also, projects for public toilet construction, solid waste, and liquid waste management are implemented at the village level.
- Under Jal Jeevan Mission, households without individual tap connections are provided with tap water supply.
- The department also conducts training and awareness programs on various sanitation topics.
Information on Schemes under Swachh Bharat Mission (Rural)
1) Individual Toilet Scheme
- ₹12,000 grant is available to eligible rural households.
- Beneficiary groups: SC, ST, BPL, APL, landless, disabled, women-headed families, small and marginal farmers.
- Application can be submitted via Gram Panchayat, Panchayat Samiti, or through sbm.gov.in.
Required Documents:
- Certificate and photos of completed construction.
- Name registration on SBM portal.
- Gram Panchayat resolution, Aadhaar Card, Bank Passbook.
2) Public Toilet Scheme
- Funding support for construction of public toilets at bus stands, markets, temples, etc.
- Expenses up to ₹3,00,000: ₹2,10,000 from SBM (Rural), ₹90,000 from the 15th Finance Commission.
- Proposal submission by Gram Panchayat is mandatory.
3) Solid and Liquid Waste Management (ODF+)
- To achieve ODF Plus status in villages: soak pits, compost pits, drainage systems, and waste collection setups.
- Fund distribution: 70% under SBM and 30% from the 15th Finance Commission.
- Planning must be done based on the population and number of households in the village.
