Scheme Name: Dalit Vasti Sudhar Yojana

Aims, Objectives & Nature: The scheme is started as per G. R. No. SCW/1074/58/V. Dt. 14.6.1974. To fulfill the basic needs Of the Scheduled Caste community, every Dalit vasti is sanctioned a grant of Rs. 1 Lakh from the year 1989.   In this amount, as per G. R. No. UTA/1094/Pra.Kra / 229 / Mawak 2, Dt. 16.10.95, is increased and a grant of Rs. 2 Lacks is sanctioned to every Dalit vasti sanctioned. Accordingly from 4th March 1989, a grant of Rs. 5 Lacks is sanctioned. In the Dalit vasti there is scarcity of the basic amenities due to which, they are suffering from various problems and inconvenience. In such Dalit vasti, the facilities of cleanliness, supply of drinking water, arrangement of light, adjoining ways, samaj mandir, well for drinking water, are to be provided and the condition of Dalit vasti is to be improved.

Terms & Conditions : The population of Dalit Vasti should be at least 50.

1. Rs. 2 Lacks for a population of 50 – 100 .
2. Rs. 3 Lacks for a population of 100 -150.
3. Grant of Rs.5 Lacks for 151 and further population.
4. Resolution of preparedness of the Gram Panchayat to undertake expenditure that is excess than the sanctioned grant
5. Copy of 7/12 extract or Certificate on the name of the Gram Panchayat to complete the approved construction in time.
6. Abstract of estimated expenditure approved by the Engineer (along with signature & stamp)
7. The map of site of construction – along with signature & stamp of Sub. Engineer.
8. The details of the balance amount in the account of Gram Panchayat. 7.
The declaration of Gram Panchayat to complete the construction in prescribed time period.
9. Detailed sheet in the format.
10. Declaration that no grant has been taken before.

Nature of Benefit: For the above facilities & amenities, a grant of Rs. 5,00,000/- is sanctioned for every Dalit vasti as per norms.

Scheme Name : Ashram School Scheme for the Boys & Girls of Scheduled Caste Community

Aims, Objectives & Nature: As majority of the people belonging to Scheduled Caste in Maharashtra, are mostly agricultural labors   or marginal farmers and so their economical condition is so weak. Most of these  families are engaged in the season of crushing of sugar factories and other works. For this purpose, they have to go out of station and so they are unable to give attention towards the educational development of their children. While considering this aspect, the Government decided to start the Ashram Schools as per its G. R. No. VAS – 1095 / Praka 5 / Mavak – 6, Dt. 25.1.96, on the basis of Ashram School Scheme of V.J.N.T. community, where the proportion of literacy is less in Scheduled Caste community. In such District, approval is given to start Ashram School for the boys & girls belonging to Scheduled Caste Community through voluntary organization from the Year 1996-97. As per the structure of the scheme in the  period of 1992-93 to 1996-97, 3 Ashram Schools were to be commenced in the District. In actual, this scheme is started from 96-97 and that year, 3 ashram schools started. 1.   Primary S.C.Community Ashram School, Udgir. 2.       Dhrupatmata Secondary Ashram School, Udgir. 3.         Sharda Sadan Primary S.C. Community Ashram School, Ahmedpur.

Terms & Conditions : 1.  The beneficiary should be of Scheduled Caste community only.   2.The beneficiary should be a domicile of Maharashtra State.

Nature of Benefit :Under this scheme, arrangement of free accommodation, meal and education is made. Bed sheets, cloth sheets, uniforms, school books & articles are provided free. The voluntary organization is given a grant of Rs. 500/- per student for implementation of this scheme. 100% grant is given for the salaries of teachers & non-teaching staff. Accordingly 8% contingency expenditure is given on the other approved expenditure for the school & hostel section. This scheme is implemented by State Government.

Note : For starting the new Ashram School for the children Of Scheduled Caste Community, the proposals are sought from the voluntary organizations. For this purpose, an advertisement is published in the daily newspapers through concerned District Social Welfare Officer. The willing institutions have to submit their application through the concerned District Social Welfare Officer to the Social Welfare Directorate. The said application is considered and given approval on government level as per merits.

 

Scheme Name : Grant in Aid to the SC/ST/VJNT Community Granted Hostel Run by Voluntary Organizations.

Aims, Objectives & Nature: The said scheme has been started from the year 1950-51. The scheme granted hostel is implemented through voluntary organization for the boys & girls of SC/ST/VJNT community .Although the said scheme belongs to Social Welfare Department, yet this scheme is implemented by the Zilla Parishad. Most of the people from SC community are unable to provide educational facilities due to their economic condition. This scheme is implemented to stop the drop-out of SC students in the rural area. The scheme is very important so as the SC students can complete their education. As per G. R. No. BCH – 1095 Prakra – 272 / Mawak – 4, Dt. 4.11.95, amendment has been incurred in the rules of this scheme. At present, the number of granted hostels that are run by the voluntary organizations in Latur District are 100. The benefit of this scheme is being taken by 4592 scheduled caste & economically weaker sections students.

Terms & Conditions:  1. The hostel should have been started prior to 1 Year.     2. The society should have been registered.    3. The student should have been passed 5th standard.    4. The admissions should be only for scheduled caste students as per percentage.     5.There should be all facilities & amenities of accommodation & meals for the students.     6. The annual income of the parents of the students should not be more than Rs. 24,000/- and he should not be local one.   7. Those students who are failed twice in one standard shall not be eligible for getting any grant.    8. Those students who are from other States other than Maharashtra, they shall not be given any grant.   9. No grant shall be given to the local students.

Nature of Benefit:1. The beneficiary of the granted hostel shall be given a grant of Rs. 500/- for 10 months to the voluntary Organization. 2. Rs. 3000/- per month to Hostel Superintendent.   3. Grant of 75% of hostel rent.   4. Building Supervision Grant – out of total expenditure incurred by the management, of the total capital value of 7.5 %, 50% supervision grant is given.    5. Non-recurring grant – In the first year of sanction, grant of Rs. 500/- is given for the management, purchase of utensils, furniture etc. For this scheme, 100% expenditure is incurred by the State Government.

Scheme Name :  Building Construction (Extension) Grant ( Centrally Sponsored) for the Granted Hostel of Boys/Girls of Scheduled Caste Community

Aims, Objectives & Nature:
The said scheme has been regulated from 1970-71 for boys & girls. The said scheme is Centrally sponsored and through this scheme, the grant is given for the construction of extension building of granted hostel. However there is no provision of giving grant for the new construction. In this building, dinning room, kitchen, general auditorium,etc. amenities can be made available. For the year 1994-95, in the rule of Central Grant that is given to the hostels of boys & girls, amendment has been made as per G. R. of Central Government No. BC – 11015 / 89 / SCH / 1 / Dt. 9.5.94. According to this, the rates that are certified by the Public Works Department Of Central / State Govt., in both the rates, the rates which are Lowest one, as per this rate, the abstract & estimates of the construction of the proposed building is prepared and whatever the amount that comes, 45% of that amount is given by Central Government and 45% is given by the State Government. The voluntary organization, should incur as their share, 10% of the total approved estimate of the scheme, should be expended.   This grant is given in two installments and the building should have been completed within two years from the receiving of the first installment of grant.
Nature of Benefit:
Of the sanctioned estimate of total construction of building 45% grant by Central Government and 45% grant from State Government is given. The voluntary organizations should expend 10% amount of total expenditure itself. For this scheme, 50% amount is given by Central Govt. and 50% amount is given by State Govt.

Scheme Name :-  To Provide Education Fees & Examination Fees to SC/ST/VJNT Students.

Aims & Objectives
While considering the age and output of the scheduled caste students that are taking education in the educational institutions in all standards of approved category, to give educational fees.   This scheme is implemented from 1959- 60 by Social Welfare Department. The scheme is applicable for the Scheduled Caste / Scheduled Tribe, V.J.N.T. and Special Backward Class community. The scheduled caste students who are taking education in the particular educational institutions, are to receive application through them and a list of students should be prepared by the Educational Institutions and duly submitted to the Social Welfare Officer, Grade-A, Zilla Parishad, Latur. The education fees and examination fees are approved by the concerned office adhering to the terms & conditions.
Terms & Conditions : Those students, whose parents’ annual income is less than Rs. 44,500/-, are given the benefits of education fees and examination fees scheme.

Nature of Benefit:The examination fees / education fees that are prescribed by the Education Directorate / University, are sanctioned for the students by adhering to the terms & conditions. 100% expenditure is incurred by Maharashtra Government for this scheme.

Scheme Name :-  To Provide Savitribai Fule Scholarships to the SC/VJNT Girls

Aims & Objectives & Nature:To Reduce drop-out in the scheduled caste girls (V.J.N.T. / V. J. / S.C.), in the primary schools scholarship is given to all scheduled caste girls (5th to 7th Std.). The scheme has been sanctioned as per G. R. No. E.B.C. – 1094 / 32038 / Pra.Kra. 90 / Mawak – 2, Dt. 12th January 1996.

Terms & Conditions : There is no condition of income or marks for the Scheduled Caste girls for obtaining this scholarship. The grant is given to all Scheduled Caste girls from 5th to 7th Standard.

Nature of Benefit: From 5th to 7th Std. Rs. 60/- per month (for 10 months)

Nature of Benefit: From 7th to 10th Std. Rs. 100/- per month (for 10 months)

Scheme Name:-  To Provide Scholarships Before Matric to the Children of The Parents Engaged in Unclean Occupation

Aims, Objectives & Nature: These scholorships are given to the students whose parents are engaged on the occupation of sewage sweeping, leather making etc. to complete the education up to 10 th standard.

Terms & Conditions : The certificate of that the parent of the Beneficiaries are engaged in unclean occupation Is necessary.

Nature of Benefit: The students who are taking benefit under this scheme and living in hostels, are given Scholarship as per following rate : From 3rd to 8th – Rs. 200/- per month (for 10 months) From 9th to 10th – Rs. 250/- per month (for 10 months).

Scheme Name :- To Provide Scholarships to the Trainees in Industrial Training Institutions.

Aims, Objectives & Nature: 1. For turning the Scheduled Caste community students towards vocational education, stipend is given to the students taking training in Industrial Training Institutions. 2. The said scheme is started in the year 1972-73, as per Govt. G. R. No. EBC-1070/83777-J, Dt. 7.9.72.

Terms & Conditions : 1. This scheme is for the students belonging to Scheduled Caste, Scheduled Tribe, VJNT community.   2. The student should have been learning in recognized Industrial Training Institution .   3. The annual income of the parent of the student should be below Rs. 12,000/-.

Nature of Benefit: 1. The residential students belonging to Scheduled Caste students taking training in Industrial Training Institution under this scheme are given a stipend of Rs. 40/- from Director, Technical Education, and Rs. 60/- per month extra stipend from Social Welfare Department , so a total of Rs. 100/- per month is given.   2. Those residential students who are not paid any stipend from the Director, Technical Education, are given a stipend of Rs. 100/- per month through Social Welfare Department. 3. The students who take non-residential education & training, are paid a stipend of Rs. 40/- per month from the Technical Education, and an extra stipend of Rs. 20/- Per month from Social Welfare Department, so a total Amount of Rs. 60/- per month is given as a stipend. 4. So, it helps in making both ends meet to the scheduled caste students.

Scheme Name :-To Provide Financial Assistance to Encourage Inter-Caste Marriages.

Aims, Objectives & Nature: In order to bring equality and love in the hearts of youth men & women belonging to Backward class and non- backward class, to strengthen national integrity, to keep the society united and the fraternity is created and to eradicate the distinction of castism, this scheme is implemented. For this purpose, the couples who have made inter-caste marriages are given financial aid as encouragement by the Maharashtra Govt.

Terms & Conditions : 1. The applicant should have been domicile of Maharashtra State. 2. In the married couple, one should belong to S.C., S.T. V.J.N.T., O.B.C. and other one should be from non backward class. 3. The registration of the inter-caste marriage should have been done to the concerned Marriage Registration Officer. 4. Accordingly, the categories belonging to Scheduled Caste, Scheduled Tribe, VJNT, & others are also given benefits under the same.

Nature of Benefit: Under the above scheme, the concerned married couple who has made inter-caste marriage is greeted. The married couple is given a financial aid of Rs. 15,000/- as financial assistance for encouragement. Out of this, amount of Rs. 7500/- is given in the form of deposit, Rs. 7,000/- in cash and Rs. 401/- are given for useful Home Utensils and Rs. 100/- are given for greeting Ceremony. Accordingly, the inter-caste married couples and their Children are given educational, financial & vocational Facilities. Dt. 12.8.58.

Scheme Name:- Government Blind School

Aims & Objectives & Nature: As per Govt. G.R. No. EDD/1069/36319/N, Dt.3 Dec.1969, with a view to provide formal & informal education to blind boys & girls, the Government Blind School is started. In this school, educational facilities as well as complete education in their occupation. In this school, there are special teachers in the service of this school specially trained. Along with educational facilities, the arrangement of accommodation, meal and medical treatment of students is done free of cost. In this school, the children are given education by brail language. Special attention is paid on the cultural programmes and entertainment. Especially, special emphasis is given on the music education to be given to these blind students in this school

Terms & Conditions : The blind children of the age group of 6 to 18 yrs are given Admission in this school.

Nature of Benefit: The above facilities are provided to blind students free of cost.

Scheme Name :- Grant in Aid to Voluntary Organizations for Special Schools for Blind, Mentally retarded, Deaf & Dumb, Orthopaedically Handicapped, Multi Handicapped Students

Aims & Objectives & Nature: As per Govt. G. R. No. EDB/1169/75855/N, Dt.30 Jan.1961 for the educational rehabilitation of the handicapped, those voluntary organizations who are working, a scheme to give grant to the govt. recognized voluntary organizations. In this context, the G. R. have been issued by the Govt. from time to time. G. R. No. EDD/1088/54977/ 434/Bhag-2/Su-2 Dt. 9 March 1990, orders of providing approval have been released to give approval to those schools, workshops run by voluntary organizations for the handicapped, blind, deaf & dumb, orthopaedically handicapped, mentally retarded and multi-handicapped and the aligned hostels with it. Under this scheme, all the facilities for the educational rehabilitation of all handicapped students is provided free of cost. For this work, those non-residential schools are given grant. The residential schools are given a grant of Rs. 500/- per beneficiary. Accordingly 100% grant for the salaries of teacher, non-teaching employees, if the building is on rental basis, then 50% grant is given of rental amount certified by the Executive Engineer, P. W. Dept. Accordingly, in the non-salaried grant, 8% of the Salary of teacher and non-teaching staff or actual exp. Whichever is less, such amount is paid in the form of grant There are following institutions working in Latur District as Below :

Blind – 2, Deaf & Dumb – 10, Mentally Retarded – 12, Orthopaedically Handicapped – 27, Total - 51

There are prominently four types of Handicappedness and its definition is as below: Blind - such situation in which the person is having any one of the following shortcoming :

A – There is total absence of eye vision.
B – For the improvement of eye vision, with the help of instrument, the intensity of eye vision of both the eyes should not be more than 6/60 or 20/200 lense.
C - The orbit of eye vision sector should have been 20 degree or limited in the angle of less degree.
Deaf : Out of both the ears, within the range of good conversation, in the hearing capacity 90 or more decibels loss.
Orthopaedically Handicapped - The bodily ailment that makes obstruction in the proper working of bones, joints & muscles or Handicappedness, accordingly a person who has got physical Handicappedness of Cerebrum palshi or by the paralysis of brain.
Mentally Retarded : Such situation in which the mental development of a person has been broken or incomplete and there is prominent sign of general uncommonness.
Terms & Conditions : A. As per G. R. Dt. 9th March 1990 and Special School Code , it is binding on the institution to make compliance of the rules & conditions prescribed. Accordingly, for the School/workshop for handicapped, the Central Govt. has made it necessary to take license from the competent authority as per The Persons With Disabilities Equal Opportunities Protections of Rights and Full Participations Act 1995. The prescribed format of getting the license Accordingly there is prescribed format for giving the Approval / grant to the institutions. Accordingly, it is Binding on the society to make appointment of trained Teacher as per Rehabilitation Council of India Act, 1992. B – The handicapped of the age group 6 to 18 yrs, are Given admission in the school.

Aims & Objectives & Nature: To make the handicapped self reliant and to let them live the life respectfully, for this purpose, the necessary educational qualification should be given to the handicapped student and for this purpose, there is scheme of providing scholarship of State Govt. The new application for getting said scholarship and the application of renewal is in the prescribed format.

1. The applicant should have been studying in 1st to 10th .
2. The mentally retarded student should be a student of the non residential recognized school from Social Welfare Dept. and his mark of intellectual should be less than 70.
3. There should be mark sheet and medical certificate along with application.
4. There should be a photo of ortho-handicapped person showing the Handicappedness.
5. There should be hearing sketch of the deaf student.
6. The application of renewal should be sent prior to 31st Sept. and the application of new students should be sent Upto 31st August.

Terms & Conditions :
1. The handicapped student should have Indian citizenship.
2. There should be a certificate of District Civil Surgeon of having 40% Handicappedness.
3. The student should have been in 11th Std. or further graduate, post graduate degree study course, degree study course, technical, industrial, vocational study course
4. The applicant should have attained 40% marks in the examination of last year.
5. The student should be failed one.
6. The student should be qualified for music study course.
7. The arrangement of accommodation and meal of the student shall be free, such student shall be ineligible for scholarship however if the said student is making payment of the educational fees and other fees of the college, then he shall be eligible for Scholarship as per Day Scholar rate.
8. After completing technical, vocational, educational study course, the candidate shall be eligible to get training scholarship under that trade. Under this scheme, the eligible handicapped student shall be given scholarship as per appropriate study courses on various rates.

Nature of Benefit: It helps the handicapped to become self reliant and to get necessary qualification in that regard.

Aims & Objectives & Nature: Under this scheme, in the examinations that are conducted by Divisional Examination Board of 10th & 12th examination, those who gets pass with first three ranks in the handicapped category, such brilliant blind, deaf, dumb, ortho. Handicapped / spastic student is given an award of Rs. 1000/- each in the programme and greeted accordingly.

Nature of Benefit: Encouragement is given to the handicapped student to get success.
